Powers and duties of the Officer:
Functions of Additional Project Coordinator
1. Prepare tentative fortnightly tour programme and submit to State Project Director, D.P.E.P, A.P., Hyderabad through District Educational Officer, East Godavari, Kakinada for approval.
2. Submit monthly progress report along with tour dairy to the State Project Director, D.P.E.P, A.P., Hyderabad through District Educational Officer, East Godavari, Kakinada in the prescribed format.
3. Maintain records as required, pertaining to financial matters.
4. Ensure proper utilization of funds and maintenance of audit and accounts.
5. Prepare district specific Annual Work Plan keeping in view the SSA objectives, interventions and district requirements and submit to the State Project Director, D.P.E.P, A.P., Hyderabad for approval.
6. Organize and monitor all the programmes approved in the Annual Work Plan taking orders of the Chairman through District Educational Officer, East Godavari, Kakinada.
7. Guide and support all the sectoral officers in the district.
8. Plan and organize all the training programmes at various levels effectively as per the approved Annual Work Plan.
9. Visit at least 10 primary schools in a month including Alternative Schools. At the time of visit.
10. Visit atleast 5 Technical Consultant meetings and one meeting at MRC in a month.
11. Plan and organize enrolment drives for achieving 100% enrollment and records progress.
12. Ensure special focus on the girl child development activities.
13. Mobilise community to improve the school facilities.
14. Attend seminars and workshops conducted at National level and State level for capacity building.
15. Conduct review meetings with Sectoral Officers, MEOs and MRPs as per the prescribed schedule.
16. Encourage / Motivate teachers / PTAs and School Committees take all such steps as would be necessary to achieve all round development of all the students, with special attention on disadvantaged children.

Functions Academic Monitoring Officer :
1. Assist Additional Project Coordinator in preparation of Annual Work Plan for the district.
2. Identify training needs of teachers, Vidya Volunteers and Community Instructors by the end of proceeding academic year.
3. Prepare detailed teacher training Annual Plan for the district to suit the specific needs of teachers / Vidya Volunteers / Community Instructors.
4. Get the following training material prepared well in advance for conduct of training programmes.

Training modules for identified target groups.
-
Activity packages.
-
Any other teaching-learning material (local specific)
5. Organize training programmes as per the approved Annual Work Plan.
6. Plan and organize workshops and seminars at district /mandal/ TC level.
7. Collect all the training programme particulars get the reports documented and submit them to the Additional Project Coordinator, Sarva Siksha Abhiyan and State Project Office immediately after the completion of the training programme.
8. Arrange for development of self-instructional material, audio/video scripts at district level and make use in the training programmes. (Distance Mode)
9. Check all the registers and records that are maintained in the schools.

Alternative School Coordinator: He looks after the alternative schools, integrated schools, RBCs and NRBCs functioning in the district. He will monitor all the activities taken up by the above institutions.
|
Girl Child Development Officers: These officers are responsible for the promotion of Girl Child Education and NPGEL Scheme.
|
NPEGEL: Started in E.G.Dt from 2005-06 to uplift the girl child Literacy in 33 model cluster schools.
|
Community Mobilization Officer: One of the most important characteristic of SSA is community participation the ultimate goal of community participation is to make the Community, participate in all educational activities and empower them to take the responsibilities of development the school. To motivate the community and to make them participate in all the activities, the CMO position is sanctioned in District Project Office.
|
1) Assist Additional Project Coordinator in preparation of Annual Work Plan of the district.
2) Prepare tentative monthly tour programme and get approval of Additional Project Coordinator, Sarva Siksha Abhiyan and submit the toru diary to APC by 5th of every month.
3) Collect and maintain data pertaining to all SECs, PECs, MECs and Mpl EC & DEC, Alternative schools / Maabadi and Summer Schools.

Assistant Statistical Officer : He is responsible for collection of all types of Educational Data and Statistics of the district. He is also responsible for consolidation of DISE
particulars basing on which future plan will be prepared.
|
Assistant Programming Officer : He is responsible for maintenance of information system about Educational statistics in the district.
|
Administrative cum Accounts Officer: He will have over all administrative super vision on the Project and he also look after the financial matter of the Project.
|
Superintendent :
He will look after the administrative matters of the sections concerned.
|
Sr. Accountant and Jr. Accountant :
They are responsible for maintenance of accounts of the Project.
|
Sr. Assistants and Jr. Assistants :
They are case workers.
|

It is submitted that the State Project Director, D.P.E.P, A.P., Hyderabad will issue the guidelines and instructions from time to time for implementation of various activities. Accordingly duly taking the approval of the Chairman the activities will be implemented in the district.
Further it is also submitted that all the activities at school level under this programme will be taken up with the participation of school education committee members. The construction of the school buildings will be taken up by the School Education Committees only.
The following Civil Works will be taken up by the Project as per the sanctions ordered by the State Project Director, D.P.E.P, A.P., Hyderabad in AWP & B
1. Construction of School Building to Building less schools
2. Providing addition accommodation to schools by way of sanction of ACRs as per the teacher pupil ratio.
3. Amounts also will be sanctioned to dilapidated buildings also.
4. Provision of Drinking Water facilities, Toilet facilities to schools.
5. Sanction of Compound walls to schools.
6. Electrification of schools.
7. Sanction of buildings to MRCs and CRCs.

The amounts for the above purpose will be released to the School Education Committees and Mandal Educational Committees for taking up of various Civil Works in their schools, as per the provisions of pupil’s participation act of 1998.

Every year Maintenance Grant @ Rs.5000/- to 3948 schools will be released for taking up of minor repairs in the schools to SECs.
-
For procurement of Teaching Learning Equipment sanctions will be made to SECs of the identified schools. For 659 schools TLE provided so far.
-
A major task of keeping the out of school children in schools is also one of the issues which will be taken up by way of opening of NRBCs and RBCs. 43 RBCs, 12 IED and 20 NRBCs are functioning.

To promote Computer Education at UP level the project also supply computers to identified UP schools since 2003-2004 till to day.

There is also an intervention for the benefit of SC, ST children in the Project. Health Volunteers are also appointed under the project to look after the health problems of Tribal children in agency area.

For 3 to 5 Age group childrens 426 ECE Centres are also being functioning under the Project.
-
Every year a Training Programme for community leaders also is conducted in the project.

The AIDs and appliances are also supplied to identify disabled children in the district – Tri-Cycles -300, Hearing Aids – 500, Walking Sticks – 100, Tape Recorder – 10, Wheel Chairs – 78. Calipers – 100 , Braily Slates are provided.

The last but not least providing various teacher training programmes are being imparted from the project to teachers for enhancement of their competencies in developing their teaching skills.
